Candidate cards in the deck
Q. After the deck depletes, there isn't a way to shuffle it without exposing any candidate cards in it. Should we separate out all of the candidates from the discards and perform the beginning set-up again?
A. No, just leave them in the deck and have a player other than the dealer cut the deck before using it.
