1 or greater, but less than or equal to defender's morale =>
attacker loses 1 step in each stack and retreats 1
greater than defender's morale => defender loses steps equal to the difference of
the quotient and its morale value

Notes
- Move in the first and/or the second movement phase (turn counters sideways to indicate
which has moved).
- Stop when enemy ZOC entered.
- Costs 1/2 movement to leave ZOC (no ZOC to ZOC).
- HQ may not triple movement.
- 12 stacking points per hex.
- Mandatory combat (all units must be attacked).
- All phasing units must attack except those in town or trench.
- Step losses: divisions = 3, brigades, regiments = 2.
- Morale value is the small number in the middle.
- Unsuccessful attackers retreat 1 hex; defenders never retreat.
- If defender eliminated, roll 1 die. ST have this many MP.
Other units have 1/2 this number (round down).
- ST may go past ZOCs
- Field Artillery within 10 of HQ, Heavy Artillery anywhere
- Counter-Battery: fire at enemy artillery.
- Persistent Gas: Gas megahex (15 points) GT3+
- Drumfire Barrage: Direct Fire on units GT1-2
- Rolling Barrage: Support Attacks (2 points - 1 Mist - 0 Fog)
- SOS Barrage: Defensive Fire 4 - 2 - 0
- Observation gives +1 on Rolling Barrage.
- Trenches are omnidirectional.
