Handling of War Cards
Forum Phase – upon appearance of each war:
- Drought effects? Check whether one time or per turn.
- Revolt in any affected Provinces?
- Creation of any provinces?
- Eliminate any concessions?
- Make any other wars active?
Senate Phase – after concessions are assigned:
- Any Destroyed Concessions?
Combat Phase – after all combat has been conducted:
- Victory:
- Remove any lost forces (#2A halves).
- Return Fleets to Rome.
- Leader Death? Draw Mortality chits equal to forces lost.
- Leader Influence/Popularity Gain. One-half strength of war.
(#30A receives full popularity.)
- Transfer Armies to Commander's card.
- Create a Veteran Legion and assign (#4A creates two).
- Decrease Unrest Level by 1.
- Higher numbered war already defeated? Consider this a Revolt.
- Unless a Revolt, increase to Rome Treasury.
- Create any Provinces?
- 3rd Mithridatic War creates developed Bithynia-Pontus.
- Creation of Provinces make any Inactive Wars active?
- Reduce Drought level?
- Discard the war card.
- Standoff:
- Remove 25% (rounded up) of total forces.
- Leader Death? Draw Mortality chits equal to forces lost.
- Create a Veteran Legion and assign (#4A creates two).
- Leave remaining legions on war.
- Stalemate:
- Remove lost forces (#2A halves).
- Leader Death? Draw Mortality chits equal to forces lost.
- Create a Veteran Legion and assign (#4A creates two).
- Leave remaining legions on war.
- Disaster:
- Remove 50% (rounded against Rome) of total forces.
- Leader Death? Draw Mortality chits equal to forces lost.
- Increase Unrest Level by 1.
- Leave remaining legions on war.
- Defeat:
- Remove lost forces (#2A halves).
- Leader(s) die.
- Increase Unrest Level by 2.
- Leave remaining legions on war.
Unprosecuted wars:
- Move to unprosecuted war section.
- Attack any provinces?
